Using Kubuntu 14.04.1 amd64, I can confirm that plymouth is still running during shutdown at the point in time which was suggested to investigate via ps logging at comment https://bugs.launchpad.net/ubuntu/+source/plymouth/+bug/1019347/comments/4 I do not get the "mount: / is busy" though. I get rather get "Stopping early crypto disks... I am still facing this problem.
