Using Ubuntu 20.04 and 22.04 I'm not seeing the reported issue. There have been no comments supporting the reported bug for over 11 years so as the status is 'Confirmed' I'm closing this as being fixed.

This is not the same scrollbar as present in gvim and it is only visible while you click and hold.
