I think this is what's happening still today with up to date 10.40:

Accounts are expired, but when I do the sign-in process successfully,
they still are reported expired. Tested with Google and Facebook
accounts.

  Online accounts regularly asks for account authorization to access my
  online accounts, these are google accounts, but also IRC and plain
  jabber.

  Sometimes, I need to reboot to get back into my accounts.
