Switchboard makes sure the quicklist in its .desktop matches what's available Right now it's pretty useless to only show it when the app is open. Yeah I think the only way to do this would be to have an always running process to do this. I'm inclined to mark it as either "opinon" or "won't fix" because I'm not sure the benefits outway to performance drawbacks.
