Bug description:
  When disabling online search capabilities for the Dash through
  systemsettings it leaves the music and video scopes with just local
  music/videos. In this case the grid representation would be much more
  useful and better looking than the carousel as the carousel leaves
  most of the screen space unused.

  Desired solution
  -
  If a scope is designed to only show a single category, agree that it 
shouldn't use the carousel. Think this should be implemented as a business 
rule. 
  Note: scopes with a single category display that category expanded, as you 
say.
