That seems reasonable -- it's equivalent to an e-mail program asking you
for your password when you try to check for or send e-mail without the
password saved.

Remember to add it to the specification, though -- currently the spec
doesn't mention SIM PIN at all.

 The lock screen visual can be contextual for every app and user will be able
 to unlock the SIM(s) directly, without navigating somewhere else.
 E.g. dialer: You have to unlock your SIM(s), before you can make a phone
 call.

This one sounds worrying to me... Lock screen design should *always* be
the same, ideally in a way app's can't even create it. Otherwise we're
gonna have password phishing attacks like crazy.

If we allow fullscreen apps (and even if we don't) there is no possible
way to prevent password phishing attacks. Any app can draw a fake SIM
unlock dialog that looks pixel-to-pixel identical to the real thing.

The best way to indicate to the user that the SIM card(s) are locked is to 
bring up the unlock screen again once the dialer, messaging or any other apps 
requiring a SIM are launched.
The lock screen visual can be contextual for every app and user will be able to 
unlock the SIM(s) directly, without navigating somewhere else. 
E.g. dialer: You have to unlock your SIM(s), before you can make a phone 
call.
