This doesn't sound like it has anything to do with mediascanner from the
sound of it.

Presumably the file manager is using content hub to open the file, which
triggers music-app's import code.  If it asked music-app to play it
directly (by launching a music:// URL?) the song could be played
directly.

Can you explain exactly how you were attempting to open the file?

If everything is working correctly, the media scanner should
automatically catalogue the music on the removable media and have it
show up directly in music-app with no extra steps needed.
