Bug description:
  To reproduce:
  - Boot a mako connected to an external monitor
  - Disconnect from external monitor

  Notice you now have four columns on the app scope instead the normal
  three.

  Albert says this is because we determine column numbers when the scope
  opens and never reconsider it.  We should make that logic dynamic.
