I assume from the bug that this can be reproduced without using System
Settings, Evan? If not, let me know and I'll mark System Settings as
affected.

System Settings uses the indicator to set radio states.

  Steps to reproduce:
  1. Turn wifi toggle off
  2. Enable flight mode
  3. Turn wifi toggle on
  4. Disable flight mode

  Actual results:
  Wifi will be turned off as well, seems it just simply return to the states of 
before flight mode enabled
