I'm using Ubuntu 16.04 dev with apt 1.2.9 and on upgrading a package
directly with "apt-get install" apt shows that the dependencies get
installed and upgraded if they are already installed while this looks a
bit confusing (I think showing that they get upgraded is enough). Here
is an example output:

root@ubuntu:~# apt-get install console-setup
Reading package lists... Done
Building dependency tree       
Reading state information... Done
The following additional packages will be installed:
  console-setup-linux keyboard-configuration
The following packages will be upgraded:
  console-setup console-setup-linux keyboard-configuration
3 upgraded, 0 newly installed, 0 to remove and 3 not upgraded.
Need to get 1.759 kB of archives.
After this operation, 0 B of additional disk space will be used.
Do you want to continue? [Y/n] n
Abort.
