We default to mobile data OFF to not cause problems with migrating users
who have disabled their mobile data explicitly.

During OOBE we do have expectation that the system defaults to mobile
data ON.

We need to make sure that OOBE will always have mobile data ON by
default.

This also relates to bug #1379412
