Yes, Launchpad can't probe this mirror as it seems to either refuse connections or time out. (The mirror admin should have been notified about this by email.) It's automatically run during an (upstream) build from the git repository, which was on Jan 20. The mirror list is usually not updated anymore then once it hits a stable Ubuntu release.
