  Steps:
  1. Tap on "Text Entry Settings..." inside the keyboard settings indicator at 
the top bar, a "Keyboard layouts" page should open which lists (probably) all 
the keyboard layouts available in Ubuntu desktop.
  2. Select a layout which is not yet available in Ubuntu Touch keyboard, for 
example Bengali/ Hindi.

  What happens:
  The selected layout appears inside the keyboard settings indicator now along 
with a marked checkbox next to it. But the OSK doesn't list the selected layout 
as expected.

  Expected:
  The user should not be able to select these layouts when there's no external 
keyboard attached, or at least the keyboard settings indicator should not show 
this selected layout without an external keyboard. Otherwise this gives a false 
impression about the availability of a missing layout.
