  ubuntu 17.04 unity8

  open random app, move the mouse to resize the app (the mouse pointer
  changes to the resize window pointer), press ALT F4 to close the app,
  you are now left with a mouse pointer that indicates resize, see
  attached screenshot

It's possible Unity8 is correctly trying to set one of the broken
cursors and that's failing. See bug 1662827.
