Bug description:
  ubuntu 17.04 unity8

  left click on a window's titlebar (keep the mouse button down, don't
  let go!) then press ALT TAB (don't let go of ALT to stay in the
  swithcer). now move your mouse to the edges of the screen while still
  holding the left mouse button down. you are actually dragging the
  window and you can snap it as normal, you'll see the snaping
  rectangles higligh but not the actual window because is probably some
  layers down. snap the window and let go of ALT and mouse button, now
  you'll see the snap highligh are above the app. see screenshot

just to add, that you can do the same thing by Alt dragging the window
(so not only by moving the window by the title bar)
