Public bug reported: Every time that i close the laptop lid and then re-open and log in, the speakers emit a static sound that cannot be muted, nor can it be turned off, even when disabling all audio in system settings. This is a large inconvenience as it drowns out all other audio of videos, music etc. The only way that it can be stopped is by doing a system restart.
