Title:
  [21.04] Uncooperative WiFi manager on TTY7 for proper end user
  integration

Status in network-manager package in Ubuntu:
  New

Bug description:
  Desc.:
  Using 21.04-latest on a Dell XPS 13" laptop and working on TTY7, the wifi 
manager becomes uncooperative after, it seems, it gets tied up to 2 wifi 
profiles.

  Recreation steps:
  1. Install 21.04-latest + full patch it using your home LAN WiFi AP;
  2. Login newly installed system + test Internet = it works fine;
  3. Take same laptop and go to a hotel(for example): manually create a new 
profile for the new WiFi network from TTY7, login "hotel" wifi network profile 
+ test Internet = it works fine;
  4. Physically move back to where your "home" LAN WiFi profile is and boot 
system:

  Problem now happens::
  1. Internet doesn't work off WiFi;
  2. Click on the "Wi-Fi Network" icon at the top hand right side of the screen 
-> "no network devices available";
  3. Select "Edit connections" -> there will be your 2 profiles there: "home" 
and "hotel", delete "hotel" -> OK;
  4. "no network devices available" still shows under "Wi-Fi Network" at the 
top.
  MY USER EXPECTATIONS: Get a new list of close by AP and/or automatically 
reconnect to "profile 1: home".
  NOTA: Both profiles are set to priority 0 and also all set to "all uses may 
connect to this network". Could this be the problem?

  Solution:
  Reboot system.
  After reboot. TTY7 will have defaulted back to the "home" WiFi profile and 
Internet will work at the first user attempt.
