I don't quite understand; but something is not hmm functional...

  jammy jellifish libsystemd-dev has wrong dependency version to
  libsystemd0 (and fails to install)

Status in systemd package in Ubuntu:
  Invalid

Bug description:
  libsystemd-dev wants libsystemd0 = 249.11-0ubuntu3 but 249.11-0ubuntu3.1 is 
installed.
  libsystemd-dev should depend on libsystemd0 249.11-0ubuntu3.1 to allow its 
installation.

  installation currently fails:

  $ LANG=C sudo apt install libsystemd-dev
  Reading package lists... Done
  Building dependency tree... Done
  Reading state information... Done
