I am not sure if this is the right place to file this, but we are
getting the following error when installing libudev-dev on bionic

Installing libudev-dev fails for bionic with the following error:

```
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable

or been moved out of Incoming.
