I narrowed this down by doing a bisect dist-upgrade with disk snapshots.
I.e. take a snapshot, manually upgrade a few packages, reboot, test,
rinse, repeat.  The only packages left are the three binary packages
mentioned in the bug report.  With the snapshot before upgrading those
packages, Alt-backtick works.  I've verified that after upgrading just
these three, the regression occurs.

  Hm, got a better picture of this:

  The problem doesn't seem to be a synchronization issue.
  I've learned a bit more about the udev events/cookies for sdX and lvm volumes.

  1) The sdX add events happen, for multiple devices.  
  Each device consumes 1 udev worker.

  2) The sdX add events run 'watershed .. vgchange -a y...'.
   If this detects an LVM volume in sdX, it will try  to activate it, and 
then block/wait for the respective LVM/udev cookie to complete (i.e., wait for 
the LVM dm-X device add event to finish)

  3) The dm-X device add event is fired from the kernel.

  4) There are no available udev workers to process it.
  The event processing remains queued.
  Thus, the cookie will not be released.

  5) No udev workers from sdX devices will finish, since all are waiting
  for cookies to be complete, which demand available udev workers.

  Got a confirmation of the previous hypothesis.

  Added the --noudevsync argument to the vgchange command in the initramfs's 
/lib/udev/rules.d/85-lvm2.rules.

  I made two webapps.  In one, outside links always open in a container
  overlay.  In the other, they open in the browser app.

  I *think* the only difference is that the overlay-webapp happens to
  use target=_blank for the links, while the browser-webapp doesn't.

  I personally think that both types of outside links should open in an
  overlay.  If you agree and this is simply a bug, let's fix it.

  If it's not a bug, can there be a commandline option to override this
  behavior (i.e. control whether outside links open in an overlay or
  not)?

Bug description:
  Having HUD trigger on alt tap is not working so this is a request to
  change it.

  The suggestion (subject to Design approval) is to remap HUD to alt-
  space and also expose window controls in to the HUD such that people
  used to using "alt-space n"to minimize a window still can.

  Just installed 15.04 fresh from the latest ISO (beta2).

  I'm bummed to see my bluetooth headset (Bose Soundlink overear) seems
  to have regressed in functionality.

  In 14.10, I was able to set the output profile either to a2dp or
  hsp/hfp (telephony duplex).

  In 15.04, it only works in telephony duplex mode.  I can't get high
  fidelity sound playback to work at all.

I discussed that with Gunnar and Sèbastien on IRC. Given the known
regressions with 2.11.1 and the backported patch and that .94 has been
used for a while in other distros and that most changes are bug fixes,
we agreed to go ahead with the update. Still risky, but Gunnar will send
out a call for testing, and if we find regressions we can revert back to
2.11.1 and revisit that.

  including a fix of certain font weight issues due to the switch from

  Fontconfig lacks support for many OpenType/TrueType OS/2 font weight
  values. This causes a bunch of problems, like mixing up Demilight

  this still causes problems for otherwise sourced fonts.
