The 40 % is roughly the position of the volume slider in the sound settings, i. e., slightly left from the center position between zero volume and maximal volume. Feb 14 11:36:30 erz pulseaudio[3403]: [pulseaudio] main.c: Daemon startup failed. I guess the patch hasn't made it yet into 14.04, which seems strange since it's from 2009.
