I think you should feel free to just create the page if you have some
content to place there. Just type in the URL of the page and you'll find a
//Create page// button.

Another useful recipe would be Trac as a Help/Support Desk tool. There's a 
permissions policy in (1) that we could add to tracopt or sample-plugins.
