[C++] Copying over of samples Gettingstarted.html

The windows cpp build doesn't seem to be doing this... note 
GettingStarted.html in the root is there... the samples one is not there.

Just checked. Looks like it is misisng from SCA samples bin distro. Looks ok
in the src distro?
