XSD base64Binary type mapping to wrong SDO type

The XSD base64Binary type should map to the SDO type commonj.sdo#Bytes but
Tuscany is mapping it to commonj.sdo#Base64Bytes which is not mentioned in the
SDO specification.
This is demonstrated in the CTS in
XSDComplexTypeTest.testTC297ComplexTypeContainingElementsOfAllTypes
