Depending upon the number of people your account was signed up to follow 
against your wishes, could this by some chance fall under the churning 
clause if you unfollowed them at once?

True; I could write up something.  But I was thinking more of people 
directly using the web site who aren't using third-party tools.  Not an 
API, mind you, just a notification.

On a suggestion request (for Twitter, not necessarily the API) would it 
be possible to e-mail people indicating that they have started following 
a particular Twitter User?  Just in case somebody figures out a way 
around this one.

Perhaps he's someone famous in another service and simply asked people  
to follow him. Or maybe he has a mailing list with thousands of  
subscribers and simply said, "Hey, I'm on Twitter - follow me at ..."  
There's nothing wrong with asking people to follow you!

This is my "personal" account used to communicate with a few people.
I haven't authorized any oauth applications and am only following 13
people.  I'm just curious if something bigger is up.  As certain as I
can be, I didn't follow him or give him authorizationthough I know
that's the first and most likely cause.

His website points to some viral marketing stuff. Does the auto
following perhaps have something to do with some viral marketing
campaign that requires following on Twitter, or asks for Twitter
credentials?
