No, in Europe the export restrictions are rather low.
As I wrote before, it's very easy to compile OpenSSL with the free
 C++ compiler MinGW.

 Are we guys who
include the DLLs in their products at legal risk???

The answer is at the bottom of this page: http://www.openssl.org/

Or point your customers to download the SSL binaries from here:
http://www.slproweb.com/products/Win32OpenSSL.html
But be warned, their builds include some dependencies to Microsoft
libraries not being available on any Windows. Also users reported
ugly bugs :

 I've tried to install:
 Win32 OpenSSL v0.9.8h Light
But none of the installers finish, they just hang up right at the
 end.

Just tried the 6MB Installer download (Win32OpenSSL-0_9_8h.exe) which
 installed o.k.

in IcsSslHowTo.txt. Or download Subversion, which includes 0.9.8h.
v0.9.8i is latest stable OpenSSL version which works with ICS as
 well.

If those guys at slproweb.com can host it, why can't Overbyte do it? Instead
of all ICS users trying to do it with Mingw...

Also, the instructions are not clear for me in the openssl.org. We are based
in Turkey with no export restriction law but our web sites are hosted in the
USA. Could this be a problem? Anybody with experience?

Regards,

SZ
