That's my understanding.. If you think of a linux server hosting Tomcat which in turn is hosting a complex Java application, which utilizes a big ass Oracle database hosted on a Solaris server in some other corner of the IT dept. Then the Oracle database is not embedded, and is accessed via JDBC. The funny thing is, Universe is only embedded for those good ol' fashioned green screen apps that we all know and love. In today's world, there is nothing to stop you from swapping out that 'big ass Oracle database' mentioned above with a Universe database... And, what if the database is not embedded? How does the data get moved between the application and the database? ODBC/etc., etc., etc.? Hmm ... I thought that what IBM mean by 'embedded database' is "the database you didn't even know you had".
