The safest thing to do would be to enable proposed just long enough to
install the updated packages, then disable the proposed repo. Don't
install other packages from proposed if you are worried about them

Fixing the user and group ownership fixes the problem:

% ls -ld /var/log/apt-cacher-ng/

So why did it use usermetrics:systemd-journal ??

apt-cacher-ng has never been installed on this box before.

log back in it defaults to the original ( i.e select xfce but it logs
into xubuntu session)
