I didn't use `vim` to change sources, but found I could achieve equivalent with
synaptic [package manager] which was pre-installed on Lubuntu 18.04;
settings->repositories and selecting using drop down
australia->ftp.iinet.net.au. i made no other changes
(note: mine wasn't identical, I don't recall adding -backports & had 'main
universe multiverse restricted' for bionic, -updates, -security)

I used to have the jumpiness problem too. The fix I found was installing kernel 19.0 via ukuu. You don't even have to be running that kernel. Also, ubuntu 18.10 never ran well on my machine. OK. I had a thought. Started in Safe Mode - all is OK. So I then went around disabling all extensions and *as I disabled one* the window maximized width-wise. That extension is: CustomizeMyBird. ! SOLUTION ! For myself I created temporary hack allowing to switch Keyboard layouts (en<->ru) by Ctrl+Shift on key release. My method does not interfere with other shortcuts. If we did the same, we could drop our binary patch since an .svg isn't a binary file. GNOME also includes a 16px symbolic .svg but I don't think those are used right now.
