This modem require configuration loaded in order to work. One of the
options is loading Windows, waiting while it configure modem and then
restart.

This solution not yet in upstream (but I'm working on it).

I think it should have bigger importance: because of #1241666 (fixed in
0.16.2) juju is completely unusable with some OpenStack deployments
(e.g. hpcloud)
