This bug is not in Ubuntu, but in the Broadcom driver, which AFAIK has
not had a new release since 2015. This is a closed-source driver so they
are the only ones who could fix it.

This just happened to me twice as well, after the first reboot after
upgrading the kernel to 4.18.0-16-generic. System had been running for a
few days (with several reboots) on 4.18.0-15-generic with no issues.
After logging in for the second time without rebooting everything is
good so far. Attaching the journal up from boot up to the crash moment.

Hello, I also have the same issue on a Dell E7470 laptop using Ubuntu
16.04 LTS.

I tried the kernel with the reverted commit and it works fine. 
I have also noticed the same issue on 4.13.0-32 and 4.13.0-36 hwe kernels

I just noticed this, too. In fact, I just tried installing GIMP 2.8 from
a ppa, where I first noticed the icon not appearing in the Launcher.
Figuring it was a 2.8 bug I purged that version and reinstalled 2.6 from
the Precise repos. I can report that the icon disappears for version 2.6
as well, and I know I used GIMP 2.6 in the past on Precise and it didn't
do this, so I don't think it's a problem with GIMP (2.6.12-1ubuntu1
hasn't changed over the Precise dev cycle, I don't think).

I'm in the same boat as palimmo. I've been using the /bin directory as
my standard test, and 0ubuntu5.1 hasn't frozen yet (after about ten
minutes testing), though the bar does seem to stick sometimes when I
flick my fingers and let the scrolling coast. This might be a CPU issue
(I'm on integrated graphics, so no appreciable acceleration), but I
don't remember it doing that in 0ubuntu5--maybe this is a side-effect of
the fix? If so, it's preferable to bars that freeze at any rate.

I commented on a bug that was a duplicate to this one, so I'll carry my
findings over here. I've tested versions 0ubuntu3 and 0ubuntu4 and
neither has the problem. It seems to have been introduced in 0ubuntu5
(the current version), and it seems to be related to some changes to
coasting speed. There is a noticeable difference between 0ubuntu4 and
0ubuntu5 in regards to coasting, so something was definitely changed and
I believe this is likely where the problem lies.

I can confirm what James says above. Versions up through ubuntu4 work
fine, but the latest version (ubuntu5) produces the behavior described
in the bug and the comments. There is a noticeable difference in the
coasting speed between the two versions, which suggests that this patch
may be the culprit, as it's an obvious change from ubuntu4.
