Clone https://github.com/paradoxxxzero/gnome-shell-system-monitor-applet
to the last February commit. Copy the important files like in

apt-file list gnome-shell-extension-system-monitor

command. Restart and enable the extension.

Write fkms to config.txt from boot partition before inserting the sd
card. Then install linux-raspi from proposed or wait for updates. Then
revert to kms.

The fix is not already there.
You have "5.13.0-1008-raspi #9-Ubuntu" released on 2021-10-11.
When you "install" now you see "linux-raspi is already the newest version".

Settings > Network > Wired > gear icon
IPv4 > IPv4 Method

Changed to "Shared to other computers"

Every reboot is starting with "Automatic (DHCP)"


Expectation:
Fix or alternative method to start with the forward for the mobile internet

Additional information:
If there is no solution here, I will try to remake the workaround from 
raspberry in a startup file:
dnsmasq.conf,net.ipv4.ip_forward,iptables ... -o wwan0 -j MASQUERADE
