[Bug 1788690] [NEW] Display manager can't start because gdm3 is uninstalled

Public bug reported:

I was rebooting my laptop and it offered to install updates in the
process. I agreed. When it came back, I was presented with a terminal
login, not graphical. I installed Ubuntu 18.04 from scratch through a
flash drive.

This breaks the symlink /etc/systemd/system/display-manager.service
which points to /lib/systemd/system/gdm3.service which is provided by
the gdm3 package. Reinstalling gdm3 solves the problem.

The top level items in the tree that shows which packages will be
updated seems to be incorrect today. Visual Studio Code is showing as a
top level item with apt being a nested item. Screenshot will be
attached.
