The issue is somewhere in the dynamic power management code. Here's a
workaround that has completely resolved the flickering (for me):

As root:
echo "high" > /sys/class/drm/card0/device/power_dpm_force_performance_level

The interesting thing about this bug (which really is a bug) is that
ubiquity will happily create an ESP partition for you when you choose to
install to sdb/sdc/anything that isn't sda, but won't even use it. It'll
automatically mount the Windows ESP partition, which it really shouldn't
be touching.

Yep, looks like Ubiquity really hates BTRFS raid. Reinstalling with a
single non-raid BTRFS partition (which I plan to later convert to raid0)
works just fine.

Installing from latest Disco daily image, Ubiquity crashes when
installing Grub in the installed system. Unsure if related to my
filesystem layout, which Ubiquity does not natively support.

/dev/sdc2 ext4 /boot
/dev/sdc3 and /dev/sdd1 btrfs (-d raid0) /
/dev/sdc4 swap

In order to install to a raid0 btrfs set, I had to manually create the
partition with mkfs.btrfs and tell Ubiquity not to format the partition.
