I fixed in my network, but the problem was in router security settings. Maybe the issue is in the security settings from the router, according to this link: [https://www.tp-link.com/us/support/faq/1533/][1] In the router page, I discovered that the MAC address from my laptop was in a "Blocked DoS Host List", then I cleaned this list. Additionally, I increased the threshold values to 500. I uninstalled the network-manager, and started using the traditional Linux networking service with wpa_supplicant, but the problem continues. The wifi connects and ping to my router IP. Public bug reported: I upgraded my Ubuntu 18.04 with the `apt upgrade` command, and the kernel upgrade to 4.15.0-72. After a reboot, the touchpad stopped working. And the external USB mouse kept working fine. After I ran a diagnostic test with BIOS from Dell Notebook, and on interacting with the diagnostic system, I was able to use the touchpad without problems.
