[Bug 1970623] [NEW] incomplete upgrade from ubuntu server 21.10; gnome-control-center still version 41.1

I upgraded from ubuntu server 21.10 to 22.04. On 21.10 I had manually installed 
gnome and budgie DEs
Problem: gnome-control-center still remained version 41.1; thus "Appearance" 
menu not available in gnome-control-center; no way to upgrade control-center?

I was trying to install a KVM virtual machine and left my notebook unattended. 
I thought the installation process was finished.
After some hours I closed the notebook lid and after that was not able to 
resume the session.

under gnome I once saw a very short failure message (just a few seconds) about 
something like " ... X lock file could not be cleared ." or something like 
that. 
I couldn't read it completely as it disappeared very quickly. I never saw it a 
second time. The amazing thing is that suspend used to work with kernel 
2.6-28-8-generic and stopped to work since the update to 2.6-28-9.
But now it still doesn't work when booting the "old" kernel 2.6.-28.
