I believe this bug is because of either Plank or of the Global Menu applet. 
Since removing both and switching to a Windows style setup, I've had no 
problems 
(Ubuntu Budgie)

Menu should accept keyboard input in search field to locate applications
by name.

Budgie menu opens and closes after clicking on an application but does
not launch the application selected. Also, application search field at
top of menu does not accept keyboard input.

Strange, not reproducible here. Can you try different keyboard locales
and a fresh install (live USB, VM, etc?)
