We may consider to revert c8981ef0b1e915e89c79e301080541baef0f9fa9 just like 
keyboard-Use-ibus-sources-from-locale.patch for gnome-settings-daemon.

I think it is not mutter or gnome-shell issue but ibus-mozc issue.
ibus-mozc should work under wayland session.
Latest Mozc renderer was completely re-written.

Anyway, current Mozc (1.15.1857.102-1ubuntu2) is t old.
Newer Mozc has dictionaries with new words. They help a lot.

I wrote an issue [1]. but I got no reply.

What do we do?

1. stay current version. Users  are not happy. 
2. apply above patch. I know it is hard to accept.
3. drop tests. upstream runs tests at every merge. so I think it is safe.
4. wait for Debian maintainer's answer. Of course we have no time.
5. maintain our own Mozc.

I confirmed similar issue on Ubuntu and Ubuntu Kylin.
Fcitx register JP and US keyboard layout and does not register Mozc 
automatically.
Other Ubuntu flavors have no problem.
And it does not happen on Guest session.

No. I do not do such a thing.
Another additional packages like "language-pack-gnome-ja-base",  "ibus-anthy" 
(Ubuntu only), and "firefox-locale-ja" are installed by default.
fcitx-mozc is only package which is not installed by default.

My Xubuntu 15.10 with latest updated does not start fcitx automatically.
But reverting to im-config 0.29-1ubuntu5, fcitx works great.

LightDM sets wrong GDM_LANG and LANGUAGE environment variables.

LANG=ja_JP.UTF-8
GDM_LANG=en
LANGUAGE=en

they should be:
ikuya@UbuntuWily6:~$ env |grep LANG
LANG=ja_JP.UTF-8
GDM_LANG=ja
LANGUAGE=ja

According to this bug, every menu shows in English.

@aron, yes, it is true that Mozc conversion engine is the *best* for Japanese 
input.
I always use Mozc instead of Anthy.
Mozc is default conversion engine on Ubuntu Japanese Remix which is our team is 
released. 
Anthy is stopped to develop for a long time.

But I think it is hard to pass MIR because Mozc has a lot of dependency.

So I think libkkc is *better* than Anthy and it is not difficult to pass MIR 
rather than Mozc.

1. Most of Japanese users already use Fcitx because of using our remix.
2. Some Ubuntu flavors does not depend on IBus. Users should install IBus or 
Fcitx individually.
So, these changes are huge benefits and low risk, I think.
