This seems to still be present in 16.04. I had the same issue with Kubuntu 11.10 which seems to be caused by /etc/acpi/powerbtn.sh being missing. I reinstalled acpid and powerbtn.sh was created. Correction - reinstalling acpid does create the missing file, but approx 20sec delay/freeze after pressing the power button is still present following a reboot.
