Booting the computer from an external drive with the same hardware on
11.04 makes the problem go away, so it seems to be an 11.10 issue. My
11.10 installation was done from scratch with a 32 bit CD.

Public bug reported:

My Logitech Procam 9000 produces sped up audio that is not
understandable since upgrading to 11.10. It would do this sometimes on
the first Skype call with 11.04, but hanging up and calling again would
fix it. Now it does it all the time, including with the sound recorder.
A microphone plugged into the internal sound card jack does not have
this problem.
