Having a closer look, this sounds like a real regression in systemd-udev.
Please double-check that "ReceiveChecksumOffload=" (inside a .link) file
is working properly with systemd v256

Netplan's tests seem to work otherwise, except when the new systemd is pulled 
in.
It fails for Netplan's sd-networkd & NetworkManager backends, because both make 
use of
systemd-udev .link files. There's no special handling for NetworkManager here.

Yes, it's supposed to be fixed via bug #2060311

Netplan now generates a systemd-networkd-wait-
online.service.d/10-netplan.conf override config to explicitly list any
configured Network interface, thus making the system wait on all of
them.

If an interface is marked "optional: true" it will not be listed and the
system will not block on it.

Extensive testing, from different teams and individuals, has happened in
this bug report and especially in the upstream PR
https://github.com/canonical/netplan/pull/456. This is in addition to
the newly added build-time tests and autopkgtests.

This change affects the "systemd-networkd-wait-online" behavior via 
"/run/systemd/system/systemd-networkd-wait-online.service.d/10-netplan.conf" 
and should not affect core-networking. If anything goes wrong the change can 
easily be disabled (at runtime):
$ mkdir -p /etc/systemd/system/systemd-networkd-wait-online.service.d
$ ln -s /dev/null 
/etc/systemd/system/systemd-networkd-wait-online.service.d/10-netplan.conf


I went ahead and uploaded this as 
https://launchpad.net/ubuntu/+source/netplan.io/1.0-2ubuntu1

This bug is still "block-proposed", to give a last chance to anybody who

Interesting.. I suspect some infrastructure changes here. The default
for systemd-networkd-wait-online is to wait on the "degraded"
operational state, i.e. having a link-local address assigned to the
interface.

If there is SLAAC or IPv6 RA enabled on the other side of "encc000", the
interface might come online without "optional: true". But lacking such
setup, it would be stuck in the "configuring" state, as it waits for an
(IPv6) link-locaL address, putting it as "optional: true" helps in that
case with our recent changes.

With version ~ppa5 we're now skipping the activation of systemd-
networkd-wait-online.service in case all Netplan interfaces are defined
to be "optional: true", using "ConditionPathIsSymbolicLink=" on
Netplan's s-n-wait-online.service enablement link, that's only set when
we have non-optional interfaces.

All the magic happens in /run/systemd/system/systemd-networkd-wait-
online.service.d/10-netplan.conf override under the generic "systemd-
networkd-wait-online.service" umbrella.

New attempt, that should be transparent to cloud-init, as we're just
creating a /run/systemd/systemd-networkd-wait-
online.service.d/10-netplan.conf override config, specifiying non-
optional interfaces as "/lib/systemd/systemd-networkd-wait-online -i
eth0 -i eth2 -i ..", but keeping the overall service in place.

I couldn't find any pointers in germinate output that would indicate it
pulling in by any 3rd party package. It seems to be pulling in itself,
through the generic "Extra-Includes: *-doc" stanza in the supported

Are you using NetworkManager in parallel here? Could you please provide
the output of `nmcli dev`? The applications you mention (App Store,
Settings/Online Accounts,...) seem to be Desktop centric and might rely
on NetworkManager functionality for the connectivity checker, which
systemd-networkd might not be able to provide.

Debdiff lgtm. Patches match upstream (one is a backport). I adopted some
dep-3 headers and fixed d/changelog to mention this LP bug.

We probably want this for Beta, as bpftrace is broken otherwise.

After calling "systemctl restart systemd-networkd.service" once, the
issue seems to be gone.

I do not yet fully understand what the failure condition is, though?
"networkctl" show a "failed" link. But NetworkManager is managing it fine and 
the network is reachable.

Aparrently we don't want to have a runtime dependency on libgoa-*
(build-dep is fine).

It doesn't make a lot of sense to me, as libgoa-1.0-0b (src:gnome-
online-accounts) is in "main" already and seems to be a crucial part
here. But we didn't have time to discuss it in depth during today's
meeting.

We agreed that the "#MISSING: " lines will be downgraded to a
Recommended MIR TODO.

 Do you want those #MISSING: symbols dropped? IMO it should be fine 
as-is. Upstream is aware and want's to drop it anyway
 #MISSING is fine unless it keeps adding more and more and more of 
them

So this should be good to go!

I just subscribed the ~foundations-bugs team. Security review looking

I can now see proper autopkgtests and "dh_auto_test" during build.

The "#MISSING: " lines in libtraceevent1.symbols have been explained in
comment #3 & #4 after discussions with the upstream/Debian maintainer.

So it looks like all MIR requirements from comment #2 are addressed.
