In case other people have this problem, I have been able to work around
it by using the procedure given in the answer to this StackOverflow

Running `do-release-upgrade` from focal to groovy, I got the following
crash after the packages were downloaded:

```
apt_pkg.Error: E:Could not configure 'libc6:amd64'. , E:Could not perform 
immediate configuration on 'libnss-nis:amd64'. Please see man 5 apt.conf under 
APT::Immediate-Configure for details. (2)
Error in sys.excepthook:
Traceback (most recent call last):

UnicodeDecodeError: 'utf-8' codec can't decode byte 0x8b in position 1: invalid

I tried adding an /etc/apt/99temp-release-upgrade file with the
following contents:

which resulted in:
