Only on tty, although the flickering briefly happens during boot and shutdown, as Plymouth briefly switches to text mode before LightDM is loaded. I do not know whether Plymouth itself is affected because it's so quick anyway. apport-collect did not create anything meaningful (exited with "Package linux-hwe not installed and no hook available, ignoring"), but I ran a few commands (including dmesg) to try to include a more complete report.
