[Bug 1625308] [NEW] Numix GTK Theme Version 2.6.0+569~201609191034~ubuntu16.04.1 does not theme xfce4-indicator-plugin version 2.3.3, last released version 2.1.2-0ubuntu 1 worked fine.
Public bug reported: Simply put this newly released version (7ish hours ago) does not play nicely/apply theme to xfce4-indicator-plugin shipped with xfce 4.12 on Linux Mint 18. Old version worked fine, downgraded and locked system to old version until a fix is applied. Same thing happens with linux mint 17.2, didn't happen in 17.1 however. The line across the screen is only there when running plank or docky. Line goes through all open windows as well, definitely a bug.
