In addition to last post.
I changed the primary graphics from the intell 9770 chip set internal graphics
to a
Asus Geforce GTX 1660 super and still have the issue.
It appears to have taken longer to happen though - when the screens went into
power save mode automatically - the borders appeared on reactivation
