Dolphin's file property dialog seems to show unlocalized time.
for example, when I made a file like following,

 $ date
 Tue Jul 15 13:55:34 2008
 $ touch a
 $ ls -l a
 -rw-r--r--  1  namhyung  namhyung   0  7월 15 13:55  /home/namhyung/a

dolphin showed file create  access time as 2008-07-15 04:55.
(Time difference in Seoul/Korea is +0900).

Following is my PC environment:
 * Kubuntu 8.04 (ko_KR.UTF-8)
 * KDE 4.0.5
 * Dolphin 1.0.2
