I am facing the same issue as well. Not with "all" command but with any
service. e.g.

monit restart webserver

does not work now, it was working before.

[Bug 990143] [NEW] no high contrast switch back during installation

During installation when i selected High Contrast from Right Top
Accessibility Icon, then i can't get any option or way to switch back to
normal.

I cancled the setup and restarted it again, and it still was in high
contrast mode and there was still no option to rollback to normal mode.

I was using Bootable CD of Ubuntu 12.04
