In the current Ubuntu Bionic Salt Version 2017.7.4
"mysql_grants.present" state crashes with a TypeError traceback. This
issue was accepted and fixed by upstream for the next version
(2018.3.4):

Unfortunaltely, the fix is based on the helper function
salt.utils.data.decode() which is not available in Bionic's version.
There is another fix for this issue, which will make the state usable,
which was suggested by one GitHub user:

Can Bionic's Salt Version get patched, so that the
"mysql_grants.present" state is useable?
