V33.5 of debian-el will have a debian-bug.el that supports an alternate BTS using either the Bugs field in the control file for a given PACKAGE, or the Send-To field in the file /usr/share/bug/PACKAGE/control. It doesn't look to me that Unbuntu uses the Debian BTS software. Actually, in the case of gnus-bonus-el, I would agree that it isn't well-maintained. I inherited the package with the rest of emacs- goodies-el but don't use gnus myself. A few people have volunteered in the past to maintain that section of emacs-goodies-el (for bugs) but all have dropped out for lack of time.
