We have a new visual design for the browser currently being implemented.
The style of the new tabs will rely less on contrasts as the selected
tab takes on a different shape. We are also trying to add a divider at
the bottom of the chrome to help make it more distinct. Andrew Hayzen
will investigate it. As for the differences in icons, this is something
I'll have Matthieu James look at in the icon theme.

@pat-mcgowan I had seen some examples that had the counter bottom right,
such as material design. In addition, we want the placement to fit in
with our other patterns, which currently we do not use centre alignment.
Another benefit of having the counter to the right is it's near the send
button, so the user can more clearly keep track of their messages. As
for x-small to small, that's fine.

The current implementation is correct. Anything that is "active" should
also be blue, as we have other activity components that are blue; such

  these are basically not noticeable enough. Especially on external
  monitor that has high res (I set the GRID_UNIT_PX=8 per kgunn's
  instructions).
